Rieth-Riley had a crew pouring the east half of the insides lane of the roundabout. They then formed the west half of the inside lane. The pipe crew was on site placing yard drains in the Palmer funeral home yard.

The sign for the Cavalry temple Church in the North East corner of Michigan and Chippewa was removed.

Reith Riley had a prep crew working on the drives and sidewalks on the North East Quad.

Reith riley fine graded for concrete pavement.

Rieth-Riley had a crew excavating and pouring sleeper slabs. A colored concrete test panel was also poured, along with a concrete inlay for truck apron and Type B integral curb for the splitter islands.

Reith Riley also had a crew do a water tap for the irrrigation system in the roundabout.

Met with Ben from Lawson Fisher, Tony, Scott, Pat and Roger to review the layout of the roundabout curb dimensions and the placement of the sign on Michigan south of Bartlett. Wissco  was also approved by Roger to repair the irrigation at Palmer and the south west quad of Chippewa.

Met with Bob Kroll on site to review the water valve that falls in the wall footer on the north side of the roundabout. Reith Riley will need a water stop and valve and the valve will be relocated to the west.out from under the footer.

Indiana Earth removed the remainder of the Palmer parking lot and sidewalk, along with curb and gutter Michigan south of Chippewa and the southside of Chippewa between Michigan and Main.

Rieth-Riley continued grading the roundabout and approaches with coarse aggregate.

The Weeks up Coming Events/Schedule
·         Update:  This past week, Rieth-Riley has continued sidewalk and pavement removals on Main Street.  They began paving the Marion Street roundabout and continued pouring sidewalks and curb ramps in the downtown area.  They have wrapped up pipe and structure work in the Chippewa area and hope to finish placing stone in that area today.  Interior walls at both the Marion and Chippewa roundabouts have been placed, as well.
·         Upcoming: Next week, Rieth-Riley plans to continue removals on St. Joseph Street and Main Street in the downtown area.  They plan to have structures placed and stone laid by the end of the week on Main Street between South and Bronson streets.  Structure and pipe work will begin in the downtown area starting at Main & Lasalle and working south along the west side of Main Street.  At Chippewa, they hope to begin paving at the start of the week.

Utility Relocation Issues:
AEP:   Robert Henry and AEP are continuing to remove street lights at the direction of Tony.  They requested to be informed a few days in advance of which lights need to be removed.  The vaults setting in the parking lanes are going to need adjusted on Main St.

Robert Henry:  Robert Henry plans to cross half of Navarre Street on Michigan today and finish crossing the other half on Monday (6/27).  Doing so will put them on schedule to finish their work on Michigan by the end of next week.  Regarding the duct bank breakage south of Madison on Michigan Street, Robert Henry requested that they be called immediately when lines are exposed in the future. 

NIPSCO/InfraSource:  Nobody from NIPSCO or InfraSource showed up today.  Toy relayed that InfraSource requested an open cut on the east side of Main at Jefferson Street to run a service.  It was decided that this isn’t a possibility and instead they will need to run the service from a line on Jefferson Street.
            
Comcast: Jay didn’t show.  Comcast didn’t lower one of their lines on Main Street north of Lasalle, so a subcontractor lowered the line for them.

                AT&T:  AT&T is out of the way in the Chippewa area, Dennis put the work up at MarMain  area for bid and the contractor should be in Wednesday of next week to lower the lines.

Water Dept.:  Work on fire hydrants started today – Ed is ready to begin in the downtown area and just requested that a list be compiled so that he knows where to start.  It is still unclear what “fire hydrant reset” refers to, though.  Regarding the sinkhole on Main Street south of Bronson, Tony called Dale from the Sewer Department to get a sewer vac truck earlier in the week.  Tony plans to have Dale investigate the hole and noted that the results of the investigation may require one more lane of Main Street to be closed in the area.  Finally, Ed relayed that the JMS tap is set to happen Saturday (6/25).  To do this, he will extend the current lane closures for the day.

Transpo: Michael inquired again about when he might expect the temporary access lane to the Transpo lot to be constructed.  Tony relayed that the driveway will be constructed at the same time as stone is being laid on Main Street between South and Bronson. 

Metronet: Ben didn’t have anything today.
               
MCI :  Quentin is working with Tony to coordinate MCI relocations with the structure and pipe work in the downtown area.

INDOT:  INDOT didn’t have any questions or concerns.

Stakeholder Questions:
Memorial Hospital: Larry wondered when the intersection at Michigan & Madison would be reopened.  Tony hopes to have the intersection open by Monday afternoon (6/27). Larry was also concerned about contractors parking in Memorial’s employee parking lot.  Finally, Larry recently found out that a sign fell and hit a car.  I told him to relay the details to me so that we can get the person in touch with the right people.

Action Items
1.       Concrete joint Sealant/price Rieth-Riley:  A change order is needed to increase the unit price for the item.  Roger made it clear that the city is not willing to pay for incidental work required as a result of careless application.

2.       Drive at Saigon:  We are still waiting to hear back from Structure Point.  Kevin talked with the owner of the Oyster Bar who said removing the approach isn’t an issue for him.

3.       Signal changes 10 intersections/Rieth-Riley prices:  Scott will get prices turned in by Monday (6/27) or Tuesday (6/28).  Corbitt requested that the city receive two quotes – one regarding getting the signals put in as fast as possible and another detailing the price for getting the signals put in by the October deadline.  During this meeting, Tanner brought to light an unforeseen issue regarding the compatibility of the existing traffic controllers with the new thermal detectors being installed.  The software within the existing controllers is not compatible with the new thermal detection systems.  Tanner will get a list together of which controllers are affected and coordinate with the City to determine a viable solution.

4.       QC/QA HMA/JMFs to Heather:  She has received the JMFs and returned to me 3 of them.

5.       Chip/Main Signal:  Roger is expecting the new locations for the foundations by early next week.  He believes the sign structure on Michigan will be changed, but he isn’t as worried about this at the moment.

6.       Sign Structure on Michigan:  See action item #5 above.

7.       Marion change order/prices: Mike from Woodruff is coming to a meeting with Rieth-Riley today at 11 am to hash out these details and put this issue to rest.

8.       Bartlett Change Order/Prices:  See action item #7 above.

                                         
Reith Riley Construction Concerns/Questions:
·         Rieth-Riley wondered when they might expect a response regarding the brick pavers.  Corbitt said the City is currently drafting their response and that it should be coming by the middle of next week.
·         Corbitt warned Rieth-Riley that they should be expecting another change order in the coming weeks regarding the sprinklers in the downtown area.

City Concerns/Questions:
·         There was a discussion regarding maintenance of traffic as the project moves forward.  As traffic signals are relocated, Tanner recommended four-way stops be put in place at many of the intersections in the downtown area.  He plans to put a schedule together of which intersections need to be on “stop mode” so that the City is aware and/or has a chance to think of more creative options so that traffic can continue to flow smoothly as work is being conducted.

Rieth-Riley spend the day hauling in borrow and building subgrade in the roundabout. They also hauled in coarse aggregate for the subbase. They alsospent time prepping the site for the upcoming storm.

An electrician was also on site at the Palmer property running new conduit under the driveway.

Rieth-Riley began laying compacted aggregate for dense subgrade for the roundabout. Reith Riley also hauled in Borrow to get the subgrade up to elevation.

Indiana Earth continued removals on the north side of Chippewa. The approach and sidewalk were removed in front of the Palmer building, along with curb in the Palmer south drive and sidewalk on the south side of Chippewa east of Michigan.

AT@T got the line on the North west corner moved out of the road and behind the side walk.

Dry wells were set in the Palmer Parking Lot.

Rieth-Riley finished installing storm pipe and relocated the fire hydrant at the northwest corner of Chippewa and Michigan. Rieth-Riley continued grading the roundabout.

Martell potholed at Ewing and Michigan in order to determine the extent of the Bowman Creek Culvert.

Called and left a message with Denis Bunch about moving the AT&T line on the north west corner of Michigan and Chippewa.

Rieth-Riley removed a Tesco cabinet foundation and a handhole at the southeast corner of Chippewa and Michigan. The monument foundation in the splitter island was also removed.

Rieth-Riley continued setting pipe and structures on Chippewa west of Michigan. A 1" water service line was hit and punctured on Michigan south of Chippewa that will be used for the new irrigation system. The necessary repairs were made shortly after the puncture occurred.

Indiana Earth backfilled the demolished housed and removed sidewalk on the west side of Michigan north of Chippewa.

The weekly utilities meeting was held this morning. Meeting minutes are below.

·        Update:  This past week, Rieth-Riley has continued removals of curb and sidewalk on the west side of Main Street from Lasalle to Wayne Streets in the downtown area.  They poured new curb ramps at the intersections of Main and Calvert and Michigan and Calvert.  They finished pouring the crosswalks at the Bartlett roundabout and Zolkowski has begun setting forms for the walls of the roundabout.  At the Marion roundabout, storm work is currently being completed on Michigan Street and grading has begun for the roundabout.  In Division A, all pipework is completed and the houses have been demolished but not backfilled.
·        Upcoming: Next week, Rieth-Riley plans to continue paving the sidewalks that have been removed in the downtown area.  Woodruff will begin structure work in this area at the beginning of the week.  At the Marion roundabout, they are awaiting locates to begin duct bank work, but they expect to be out by Tuesday, 6/21.

Utility Relocation Issues:
AEP:   Robert Henry is following Tony’s direction regarding which street lights get removed from Lasalle to Ewing.  Currently there are 4 vaults between Western and Wayne on Main Street at the AT&T building.  3 of these vaults are occupied by equipment.  AEP is waiting for elevation shifts from JPR to begin their work in the area.

Robert Henry: Robert Henry has finished their work on Jefferson Street and the street is now open and paved.  The vault discovered at Fiddler’s Hearth has been filled.  They are now working on at Main & Marion and they expect to complete this work in 2 weeks. 

NIPSCO/InfraSource:  Brian with InfraSource relayed that the 4” main on Washington has been placed and crews are milling and paving the street today.  Also this week, InfraSource has finished work on the service to the Water Works building.  In the Columbia Court area, they are pouring half of the lot today and plan to finish the other half next week.  Also next week, they plan to finish work on the services to Fiddler’s Hearth and The Oyster Bar on Main and remove the rig station discovered at the SE corner of Michigan and Monroe.  Brian hopes to be completely done by 6/27.
            
Comcast: Jay didn’t show.

               AT&T:  I met with Dennis on Wednesday.  He said they have finished the alley crossing at Marion Street.  He will have a crew at Chippewa towards the end of next week to resolve the problem in that area.

Water Dept.:  Ed said that he will be spending the day trying to find out which of the two water services discovered on Main St. feed The Oyster Bar today.  He also relayed that the 8” main that was discovered under the railroad tracks on Main St. between South and Bronson this week has been retired.

Transpo: Michael inquired about when he might expect construction to begin on the South St. approach to the Transpo lot.  Scott said that construction on the approach should both start and finish next week.

Metronet: Ben wasn’t at the meeting today, but Scott brought to light a concern regarding Metronet’s conduit at Chippewa.  According to Scott, the conduit is much more shallow than 9’.  As a result, his crews are being extra careful in the area.
              
MCI : Quentin wanted to know when Rieth-Riley would begin removals of pavement on the west side of Main at Washington Street.  He hopes to have a crew come in right after demolition to do some relocations.  Scott will try to get him a specific date, but he said MCI has about 2 weeks before they will be able to get in the area.

INDOT:  INDOT didn’t have any questions or concerns.

Stakeholder Questions:
Memorial Hospital: Larry is concerned about pedestrian safety on the Family Practice sidewalk at Bartlett Street east of the roundabout.  Scott replied that Rieth-Riley will set up snow fence to protect pedestrians from the drop off resulting from the removal limits.  Also, Larry requested that a stop sign be placed on Riverside at Bartlett Street to slow down traffic.

Leeper Park Art Fair:  Jitin wanted to make sure Rieth-Riley is coordinating with the Art Fair to ensure the safety of those attending.  Scott said that he will make sure the construction area is buttoned up at the end of the day today and he will try to get some plans sent out regarding where they will be working on Saturday, 6/18.

1.      Time extension claims 1, 2 @3:  Corbitt understands the importance of these items, but would like to discuss them internally at a working lunch later today.

2.      RFI #4 Permeable Block/decision 4 weeks out:  See Action Item #1 above.

3.      Concrete joint Sealant/price Rieth-Riley:  Scott was expecting numbers and specs by now.  He will call his supplier again today so that he can send these out for approval.

4.      Change Orders 1 or several:  In the future, Scott would like each individual change order to be signed for auditing purposes.  Multiple change orders can then be grouped together as part of a package when they are taken to the board.

5.      Signal changes 10 intersections:  The change order regarding traffic signals was received yesterday.  The revision incorporates 10 signalized intersections, but Rieth-Riley was under the impression that only 4 intersections would be changing.  Further, the strain poles the revisions call for have not yet been ordered due to questions regarding the sizes and quantities of the poles.  Tanner said he will order the poles immediately.

6.      QC/QA HMA/JMFs to Heather:  Scott needed the permit number for the job (provided by INDOT) before he could send these out.

7.      Chip/Main Signal: The NE and SW signal poles at the intersection of Chippewa and Main were staked underneath electric lines, but Rich relayed that the stakes have since been moved to ensure the new strain poles will clear the electric lines.  Pete with Martell also inquired about the sign structure on Chippewa – it will most likely end up as a monotube structure, but I don’t have an official answer yet.  Finally, Martell will continue exploring for the existing box culvert at Main and Ewing.  Scott said that he will have Indiana Earth start their removals on the NE and SW corners of the intersection to assist Martell in locating the structure.

8.      Marion Change order/Prices:  Scott will try to get a hold of Woodruff again today to obtain prices for the change order. 

                                      
Reith Riley Construction Concerns/Questions:
·        After finding vaults in the downtown area this week, Scott is concerned this may be a recurring theme in the downtown area.  Rieth-Riley now has to wait for utilities to relocate their services before they can continue work in the area.  Toy reassured Scott that he now has personnel traveling door-to-door downtown to make sure there are no more surprises.

Indiana Earth continued working on demolishing the two homes on the east side of Michigan south of Chippewa. Both sanitary laterals were capped and backfill work remains.

Rieth-Riley continued setting storm structures and pipe. The pipe run across Michigan was able to be placed under the main. Str. 43 and the corresponding pipe was removed.

Martell was on site digging hand-holes and pole foundations. 

Water works delivered 4 valve boxes.

Indiana Earth continued removals on the north side of Chippewa. Indiana Earth also completed the demolition of the Case on Palmer houses on Michigan.

Rieth-Riely had a crew installing storm pipe and structures. They were able to successfully lower Str. 48 and run piping underneath the existing water main to Str. 78. Concrete was poured at Str. 78 to form a sewer collar for the piping. It was determined that structure 82 was not set at the correct location, after talking with Roger a new structure will be set in the proper location and tied into the miss placed structure at no additional cost.

AT@T has a line and pedestal at the north west corner of Michigan and Chippewa. Denis Bunch came out and he will have a crew next week work on relocating it.

Martell was on site and worked on controller cabinet foundations

Rieth-Riley continued setting storm pipe and structures on Chippewa east of Michigan. 

Indiana Earth continued removals of sidewalk and curb & gutter on Michigan south of Chippewa. Indiana Earth did 4 potholes over the MetroNet line prior to removals.

Waterworks shut down the hydrant valve at the northwest corner of the Chippewa/Michigan intersection in the morning.

Martell was on site working on cabinet foundations at Ewing and Donmoyer.

Rieth-Riley continued installing storm structures and pipe on Michigan north of Chippewa. There is a water main obstructing the path of the storm pipe connecting structures 48 and 51. It is being determined if the storm pipe can be lowered and run beneath the existing main.

Indiana Earth continued removals on Michigan south of Chippewa.

The sign contractor inspected the Southgate sign.

KC Trees was on site removing trees and clearing island landscaping. 

Martell drilled 6 sign foundation holes for the solar powered signs along Michigan and Main between Chippewa and Ewing.
