Update: This past week, the walls at the Bartlett
roundabout were poured and forming for the walls at the Marion roundabout began. In the downtown area, Woodruff has been
placing finishing touches on pipe and structure work as Pemberton Davis
continued pouring mast arm foundations and pulling traffic signal conduit. Rieth-Riley poured curb on the west side of
Main between Lasalle and Colfax early in the week. On Thursday (7/14), their paving crews moved
into the west side of Main between South and Bronson streets to begin placing
concrete under the bridge. At Chippewa,
paving of the roundabout was completed and paving of crosswalks began. North of the roundabout, milling from
Chippewa to Ewing on Michigan Street began today (7/15).

Upcoming:
Next week, Rieth-Riley plans to continue pouring sidewalks at both the Bartlett
and Marion roundabouts. At the Marion
roundabout, more curbs and approaches will also be graded and placed. Early next week, Rieth-Riley is scheduled to
begin milling between the Marion and Bartlett roundabouts before continuing the
milling operation north of Bartlett to Angela Street. Upon finishing the milling operation, the new
surface will be placed towards the end of the week. Downtown, more curb will be placed working
south of Colfax Street on the west side of Main. Paving of the west side of Main between South
and Bronson Streets is set to be completed early next week. On Tuesday (7/19), Rieth-Riley may begin
restricting traffic to one lane in the downtown area to begin removals on the
east side of Main Street. At Chippewa, milling
and paving will continue on Michigan Street from Chippewa to Ewing. Placement of sidewalks and curbs will also
continue throughout the week next week.
Utility Relocation Issues:
AEP: SE corner of Chippewa
down guide in the sidewalk needs relocated. Rich also mentioned an AEP service that may
have been damaged at Donmoyer – he called about having someone come to check on
it, but he has not yet heard anything.
Robert Henry: Jimmy relayed
that Robert Henry has finished their work on the north side of the job. They finished patching their work on Western
earlier this week and will move to Washington Street starting Monday
(7/18). There they have about 3 days of
work to do from Main Street to Lafayette.
NIPSCO/InfraSource: Phil was able to complete the taps he had
scheduled this week, but unfortunately he still has stops to do. He’s now on schedule to have this work
completed by Monday (7/18), but he can’t guarantee this will be the case.
Comcast: Jay didn’t show.
AT&T: Tony hasn’t yet
heard back from Dennis regarding the pedestal at the bill board near Marion
Street. It needs to be relocated or
abandoned, but the lines may still be active since they are still being marked
by the locate crews.
Water Dept.: There was a
discussion today regarding how valve adjustments will take place as we move
from areas of full pavement removal to mill and fill areas. Where full removal was taking place,
Rieth-Riley has been replacing valve boxes with new ones provided by the Water
Dept. In mill and fill areas, however,
replacing these valve boxes becomes a whole new task. Further, in the mill areas on the plans,
there are many water castings that are not accounted for that will most likely
need to be adjusted to grade. Regarding
the Water Department’s downtown office, Tony assured Emily that their drive
will be replaced with stone immediately following its demolition next
week. Pat brought up a hydrant relocate
that needs to take place on the NW corner of the Chippewa roundabout.
Transpo: The South St.
driveway is set to be placed next week.
When traffic is switched to the west side of Main Street, however, buses
will not be able to turn east onto South Street. Instead, they’ll need to detour to Sample
Street and take Michigan back up to their new South Street approach. Tony stated that this traffic switch is set
to take place in about two weeks.
Metronet: Ben relayed that Martell
is awaiting the delivery of a part necessary to repair the busted conduit at
the intersection of Main and Jefferson.
He hopes to have this part and repair work done by the end of next week. After Ben left, Toy decided that a 2” conduit
will be run on the east side of Main instead of a 3” conduit. This conduit has already been ordered and
this decision avoids the need to bore on the east side of the street.
MCI : Tony has been
coordinating with Quentin regarding any MCI relocates that need to take
place. So far, there haven’t been many
issues save for a few adjustments of castings to grade on the west side of Main
Street.
INDOT: INDOT didn’t have any
questions or concerns.

Questions:
JMS Building: Toy planned to
meet with the construction manager of the JMS Building later today to discuss a
work schedule for the coming weeks. To
complete their vault work, they require 5 – 6 working days with a lane and a
half on the east side of Main, which may conflict with Rieth-Riley’s plans to
begin removing the east side of Main next week.
Further, JMS is planning to pull street lights surrounding the building
and the pedestrian pole on the corner of Main and Washington on Tuesday.

Cabinets/status: Tanner stated
that he is awaiting a response from Traffic Controls Corp. He will follow up after the meeting, as will
Roger. Following from this conversation,
there was a discussion regarding utilities and storm pipe conflicting with the
proposed locations of mast arm and cabinet foundations. A list of these locations will be compiled so
that further action can be taken.
5. Crosswalks
on Side Streets: I believe
we’ve finally gotten caught up on placing all of these. Moving forward, I asked Tony to keep an eye
out when we take out crosswalks to make sure there is at least one means of
crossing each way across the street.
6.
Work
on East side of Main/shutting down: Toy decided that demolition of the east
side of Main can begin and traffic can be restricted to one lane. Looking forward, we’ll need to start thinking
about side street traffic…?
7.
Inlet
Structures at Chippewa Roundabout:
It was decided that the structures in question will be tack-welded and
the edges beveled. This way, traffic can
begin traveling on the structures and a decision can be made at a later date
regarding whether or not changes need to be made to avoid damage to the
roadway.
8.
Curb on
Main: Some curb and some sidewalk may need to come
out around the handicap area on the west side of Main between Lasalle and
Colfax to accommodate for the errors in elevation. Roger would like to get a new crew from JPR
to topo the entire job so that such problems can be avoided in the future. Tony was given the go-ahead to continue placing
curb. In the meantime, however, I’ll be
on site with the survey crew to fix any problems before they take place.

Pat requested some direction regarding how the
City would like to move forward with the permanent pavement striping beginning
next week from Ewing to Chippewa on Michigan Street. It was decided that all striping can be done
except for the center yellow stripe to avoid any confusion about whether or not
the street is open to two-way traffic.
Looking forward, Roger would like to meet next week so that we can begin
thinking about the work required and a potential date for opening this section
of Michigan Street to two-way traffic.

answer regarding the hospital’s fiber vault.
City

Reith Riley also had a crew placing curb. They started north of the round about east side then west side. They then move south of the roundabout and poured the west side then the east side.
They also had a prep crew on site working on breaking up the footer to the old moument setting in the old island.

Rieth-Riley had a concrete crew pouring pavement southernmost lane of the west approach and the westernmost lane of the south approach. A curb crew was on site in the morning but left at 8 am before pouring anything after realizing they did not bring the correct mold for curb and gutter.
The weekly utilities meeting was this morning. Meeting minutes are attached.

Update: This past week, Rieth-Riley continued
pouring sidewalks and began pouring the inside walls of the roundabout at
Bartlett Street. At the Marion roundabout, curb was poured and
a base layer of asphalt was laid from Marion west of the roundabout to Madison
Street. Pipe and structure work
continued in the downtown area at Jefferson and Wayne on Main Street. Rieth-Riley finished fine grading on the west
side of Main between South and Bronson Streets.
The paving crew has been working on the roundabout at Chippewa all week.

Upcoming:
Next week, Rieth-Riley will pave the remainder of the Marion roundabout and
continue laying asphalt in the area.
Downtown, there are plans to patch Colfax Street on Saturday (7/9) so
that the intersection at Main & Colfax can reopen by Monday (7/11). Once Colfax has reopened, Washington Street
will be closed so that removals and pipe work can begin at the intersection of
Main & Washington. Crews will begin
laying curb on the west side of Main at Lasalle Street and continue working
south from there. Forms for pavement
will be laid on the west side of Main between South and Bronson ahead of paving
crews moving in late next week. Finally,
milling is set to begin on Michigan Street between Ewing and Sherwood during
the day on Thursday (7/14). This section
of road should then be re-paved on Friday (7/15).
Utility Relocation Issues:
AEP: Work to adjust the
vault on the southwest corner of Bartlett Street began this past Thursday
(7/7). As for the vaults located in the
parking lane on the west side of Main between Lasalle and Colfax, David was
under the impression that the tops were to be knocked off and the vaults
filled. David relayed that he would
check to see if this had been done yet – if not, he’ll make sure it gets done
before Rieth-Riley begins laying curb.
Robert Henry: Work on the
duct bank at Michigan and Navarre has been completed and Rieth-Riley plans to
fill the resulting trench while they work on Saturday (7/9). David will verify that his crews are done
working on Washington and Main. He noted
that he has been coordinating with the JMS building to determine a good time to
lay AEP’s new duct bank in the area.
NIPSCO/InfraSource: Phil said that his crews are still on
track to be completely done retiring lines in the area by Monday (7/11).
Comcast: I talked with Jay this morning. During the conversation, Jay relayed that a
Comcast vault may exist underneath the Palmer parking lot near the curb line on
Chippewa Street. Depending on the
location of this vault, this may require moving the Palmer approach in one
direction or another.
AT&T: Toy has not yet been
able to contact AT&T about their work at the JMS building. During the meeting, Tony also brought to
light a concern regarding the ped at the intersection of Main and Marion. I will call Dennis to confirm, but I believe
this line is able to be cut.
Water Dept.: Ed stated that
his crews should be done working at the Chippewa roundabout by next week. Tony mentioned that after talking with Bob
about the old valve boxes along Main Street, he thinks it might be best to
simply replace these old valves with new ones.
Transpo: Michael from Transpo didn’t show this week, but removals
for the construction of Transpo’s temporary approach did occur this week.
Metronet: Ben relayed that Martell
is awaiting the delivery of a part necessary to repair the busted conduit at
the intersection of Main and Jefferson.
He hopes to have this part and repair work done by the end of next
week. Regarding the line hit at Main and
Colfax, Ben is planning an after-hours cut to complete the repair. This, too, he hopes to have completed by the
end of next week.
MCI : Quentin didn’t show
today.
INDOT: INDOT didn’t have any
questions or concerns.
Stakeholder
Questions:
Memorial Hospital: Larry didn’t have any new concerns. He did note that he plans to have the
locations of the hospital’s new signage marked in the near future so that any
potential conflicts between sign placement and utility location can be avoided.

Action Items
1. Madison Oyster Bar: Plumbing work on
the vault at the Oyster Bar should be completed today. This being the last utility, that leaves just
the construction of the wall needed so that work on this section of Main Street
can begin. Tony hasn’t been given a
specific date from Ziolkowski as to when construction of the wall is set to
begin.
2.
Drive
at Saigon/Colfax Structure: The topographical survey data has been sent to
Structure Point. Roger instructed Kevin
to call daily to avoid idly waiting for a design for the new approach.
3.
Signal
changes 10 intersections/Rieth-Riley prices: Rieth-Riley submitted the
prices to the City and they are still under review. An answer should be coming today.
4. Removals/trees/crosswalks/
eastside of Main: Regarding the
removals of trees, Rieth-Riley was asked to have Indiana Earth remove the
entire tree at the same time as all other removals are taking place. Further, the construction of temporary
crosswalks needs to be prioritized as more and more intersections are being
removed. Tony was asked to try to get a
hold of more “Sidewalk Closed Ahead” signs to keep pedestrian traffic
safe. Finally, Tony noted that removals
on the east side of Main could begin as early as late next week.
5. Sign
Structure on Michigan: Rich
has been in contact with Pat about what the City needs. He hasn’t looked to see if anything has yet
been done, but he did note that he would remind Pat if need be.
6.
Updated
Schedule: Scott relayed that he has been waiting to update the schedule
until a decision is reached regarding the signal changes.
Reith Riley Construction
Concerns/Questions:

Tony mentioned a concern regarding the brick
pavers that were to be salvaged following the work InfraSource completed on the
east side of Main between Washington and Jefferson Streets. Toy decided that the burden will be on
NIPSCO/InfraSource to clean the pavers and to remove the flowable fill used to
cover their trench since the fill is much harder than it was planned to be.

As Pemberton moves forward, Toy would like to
change all intersections in the downtown area to a four-way stop. Regarding the controller and cabinet changes
that might take place, no specific plans have been laid out, but Roger noted
that the cabinets/controllers that lie on the state road will be changed to the
bare minimum. It was also brought to
light that item #379 lacks a special provision detailing what all it
entails. As a result, it is more or less
a useless item that needs to be looked into further.
City
Concerns/Questions:

Toy talked with Larry briefly about
Larson-Danielson attempting to use the parking lane on the east side of
Lafayette between Navarre and Bartlett Streets.
Toy isn’t fond of the idea, because the contractor hasn’t been limiting
its use of Lafayette to just the parking lane on the east side.
·
Regarding the patching table laid out in the
plans, Roger noted that the locations listed on the patching table are not
exact locations. He’d like to see an
inspector walk the job between Ewing and Sample to locate and list the specific
areas that patching does need to be done.
